BALTIMORE. Baltimore had 31 homicides in November, the highest for any month this year. Police are considering new tactics to reduce the violence. As of Dec 1 killings had dropped 19%.

FALLSTON. Maryland State Police have identified a Fallston man shot and killed by a trooper during a struggle with police. Police say the trouble started before dawn yesterday after a 52 year old man broke into a relative's home.
